Description
The Regulatory Advisor role within the Transportation Business Unit (TBU) is responsible for supporting regulatory and environmental compliance requirements associated with pipeline and facility operations, integrity programs, maintenance activities, and capital projects. This role ensures regulatory and environmental obligations are met through effective planning, coordination, reporting, compliance tracking, and stakeholder engagement.
The position provides regulatory support to business units by coordinating regulatory applications, submissions, approvals, notifications, exemptions, compliance reporting, audits and inspections, incident reporting, Transportation of Dangerous Goods (TDG) requirements, and regulatory documentation management. The role works closely with Operations, Integrity, Engineering, Land, and Project teams to support safe, reliable, and compliant operations.
The successful candidate will play a key role in maintaining regulatory compliance programs, supporting operational and project activities, managing compliance commitments and reporting obligations, and building positive relationships with regulators and stakeholders.
Key Activities and Responsibilities
• Regulatory applications — Coordinate preparation, submission, and management of regulatory applications, approvals, notifications, exemptions, consultations, and compliance filings for operational, integrity, and project activities.
• OneStop submissions — Prepare, submit, and manage AER OneStop applications, amendments, notifications, and compliance filings.
• DDS management — Maintain and update DDS accounts, ensure accurate license information, manage compliance reporting, and support regulatory data integrity.
• Regulatory guidance — Provide regulatory support to Operations, Integrity, Engineering, Land, and Project teams to ensure regulatory requirements and commitments are understood and met.
• Compliance reporting — Manage annual compliance reporting requirements, recurring regulatory obligations, and regulatory submissions (e.g., Directive 067, E2 reporting, and other provincial/federal programs).
• TDG program — Coordinate Transportation of Dangerous Goods regulatory filings, site certifications, compliance monitoring, and training coordination.
• Regulatory records — Manage and maintain regulatory accounts, reporting systems, compliance records, and regulatory documentation.
• Audits & inspections — Coordinate regulatory audits, inspections, incident investigations, regulator inquiries, corrective actions, and audit readiness activities.
• Incident reporting — Coordinate regulatory incident reporting, notifications, and compliance requirements, including administration and support of Enablon processes and systems.
• Regulatory monitoring — Monitor regulatory developments, changes, and emerging requirements applicable to pipeline operations.
• Regulator relations — Build and maintain positive relationships with regulators and external stakeholders.
Education, Skills and Experience
- Post‑secondary education in Regulatory Affairs, Engineering, Business, Natural Resources, or a related technical field.
- 5+ years of experience in regulatory compliance, regulatory operations, or regulatory administration within the energy or pipeline industry.
- Experience preparing and managing regulatory applications, approvals, notifications, compliance filings, audits, and inspections.
- Knowledge of AER, CER, provincial regulatory frameworks, directives, and licensing requirements applicable to pipeline and facility operations
- Experience with AER OneStop, DDS, and other regulatory reporting systems.
- Strong organizational, communication, and analytical skills with the ability to manage multiple regulatory priorities.
- Proficiency with Microsoft Office, compliance management systems, and regulatory data platforms.
